Have a firewall in place that will slove your problem!
First thing is the implementation of firewall.
Second, using a proxy for internet to control access / bandwidth.
A firewall in place to prevent malicious connections entering your network, and a proxy server\content filter to prevent outgoing malicious connections. Simple as!
